The Pickaxe is mining so fast because of an effect called insta-mine, which you get from having Efficiency V and Haste II from a beacon at the same time. The other enchantments are Unbreaking III, Silk Touch/Fortune and Mending.
Colonal is playing on a Single Player Hardcore world that is hosted locally on his PC and is not available on the internet for others to join. But you can join the Colonal Kingdom SMP.

The Colonal Mod Pack (CMP) is a collection of mods assembled by Colonal. It was designed to play Hardcore Minecraft with a "French Vanilla" feeling. Meaning there are only performance-enhancing and quality-of-life mods, but doesn't alter Vanilla gameplay mechanics. This balances the ability to have a large Redstone contraption and have still enough FPS and tools for high-quality content creation.

The Fast Chest mod replaces all chest entities with solid blocks, which greatly improves performance in storage rooms with lots of chests. But ths changes how the texture is loaded and is not compatible with most resource packs.
MiniHud/Litematica are the mods, it has the ability to overlay transparent shapes into the world to help guide Colonal during massive builds.
The main keybind has been changed to numpad 7 for all Minihud key combinations.
